As an option, you can use the following additional settings to control the NoAD mode.

DisableForAdmin | Set this value to 1 to disable all Dynamic Environment Manager functionality for local administrators. |
DisableForGroupMembers | Set this value to a comma-separated list of groups in Domain\GroupName format. All Dynamic Environment Manager functionality is disabled for members of those groups. |
