You can change the association between a global entitlement and a home site for a specific user or group in Horizon Console.
Procedure

Log in to the Horizon Console user interface for any Connection Server instance in the pod federation.

Select Inventory > Global Entitlements.

Select the name of the global entitlement and click the Home Site Override tab.

Select the home site override to modify and click Edit.

Select a different home site from the Home Site Override drop-down menu and click OK.
